I want to get black step bars for my F150. Would it be cheaper to buy a new set of black step-bars or get my chrome ones powder coated?
Probably cheaper to buy new. Or you can check the classified sections on this and other forums and maybe get lucky and find someone willing to trade.

If I sanded them down and painted them wouldn't that be ok. Or is powder coating better wear and tear wise?

Powder coating is a lot better for longevity, but if prepped right and sealed correctly paint can last pretty well.

You get what you pay for. Sure plastidip is cheap and easy, but it looks it too IMO.
