cruise control not turning on

I just bought a 98 sc 4x4 with the 4.6 i tried to test out the cruise control and it wont turn on, its not the fuse is this a common problem and does anyone have any ideas, thanks in advance

call your local Ford dealer with your VIN and see if you are affected by the cruise control recall. if it is not done, the previous owner may have just unplugged it to prevent the fire hazard.
