Transmission questions

My transmission (E4OD) starts out in high gear and I have to sift manually, it seems fine no slips or excessive noise but it will not shift into overdrive. I changed the speed sensor and shift tube, could it be another sensor or is it likely that that the problem is internal?

I bought a used transmission last night, I'll put that in next week and then I am sure something else happen.
