Not usually on the road they very from state to state but bet that its not legal. You can check call police dept and check tho!

the laws in texas state that a vehicle shall have no more than 2 headlights, 2 fog lights and 2 auxillary lights on at a time.... or something to that extent. no idea about where you live but it should be similar. plus depending on how you have them aimed you may piss some people off

It's illegal in CA unless you're off-roading.

It varies from state to state. Ideally, you should have them off as they are only going to inhibit your high-speed driving. Those lights are designed for low-speed, offroading or the like.
