Getting a '89 automatic 4x4 F-150 with the 351, plan is headers, ignition, intake, and exhaust is there anything else i can do to increase power and economy with out having to reflash the ECU or convert it to a MAF

Just routine maintenance. The 351 was never known as being good on gas

Buy an economy car...trucks are made to tow and haul and make big power. That never mixes well with fuel economy. Even with the mods you listed you won't see much of an MPG gain. If you drive a lot of highway a bed cover will help your Mpg's a little.
