I don't know much about this. So forgive me if this makes no sense: You had mushy brake, but no fluid on the ground? Assuming that to be correct, you then replaced the master? Now it is still doing the same thing. Could it be a wheel cylinder?

Have you recently checked your brake fluid level to see if its low at all. You might also want to check your bleeder valves to make sure you tightened them all the way.

Everything is tight no air in lines new master cylinder has to be booster anyone know what else it could be

could have a bad hose...replace them before you do the booster

That's a good guess. Another good guess is a bad wheel cylinder allowing air in the line, making the brakes mushy. I'd even put money on it. Have someone look at the master. Pump the brakes many times until they come up and then release. A large disturbance in the master indicates air in the line. I would really like it if people knew how to troubleshoot rather than guess.

Replace the hose on booster had lines bleed no air in them has to be the booster

I'm going to agree that you probably have a bad hose. The booster failing usually results in a hard pedal, not mushy. You need to have someone stand on the peddle hard while running, then check all the hoses for ballooning ... Also, when you replaced the master, did you bench bleed it first? You could be pushing nothing but air if the new master wasn't bled out first. The air won't even be down to the bleeders for you to see.
