Had two new fuel pumps installed, fuel filters and fuel lines cleaned out.I'm wondering if it's not the ECM

What are you considering hard start? Extended cranking? If so how long? Does it crank fast or slow? Does it run well once fired up?

You're leaving out a lot of details that we are asking you for. This is information that is needed to help... How long does it crank before firing? Does it run well once fired up? Always extended crank or after its been sitting? Have you tried to start it with ether and yielded the same result?
